Instead of slats, Austrian blinds have large sections of fabric that can be pulled up. When lowered, these blinds have a fancy scalloped look. The fabric is very thin and delicate. These kinds of blinds suggest at romance and intimacy, but they are not the most practical at privacy or air control, so they are best coupled with an extra layer of drapery.
